What it means
It means you need to stop pretending every giant task can be done at once. People say it when a plan's got out of hand, the deadline's pure fantasy, and someone needs to drag the whole thing back to earth. It's basically a calm way of saying do less, do the important bit first, then keep it moving.

Where it comes from
A corporate proverb warning that no one can heat an entire ocean at once, so quit trying to tackle everything in one go. It became shorthand for scoping a job down to what is actually doable.
