It's mostly used online and in real life with a half-serious, half-jokey vibe when someone's chat is weirdly unbeatable.

Riz is a clipped form of rizz, which took off online in the early 2020s. Rizz itself is widely understood to come from charisma, chopped down into a snappier slang form. It spread hard through TikTok, streaming, and meme culture, then people started using riz as a variant spelling too.
