If someone's all bark and no bite, they talk tough, kick up a whole theatre of threats, and act like they're about to do something mad, but nothing ever happens. Big noise, soft landing. You use it for people who love the scary chat but fold when it's time to actually back it up.

Where it comes from
It comes from old English dog imagery, with bark and bite paired to contrast noise and action. The phrase was already in use by the 19th century for people whose threats sounded fierce but had no follow-through. That's why it still lands so cleanly now: loud mouth, zero teeth.
