What it means
Fr is just short for for real. You drop it in when you're being dead serious, backing up what you said, or hard-agreeing with somebody. It hits like a tiny honesty stamp at the end of a sentence. Frfr is the juiced-up version when plain fr ain't carrying enough truth juice.

Where it comes from
It comes from for real, clipped down in texting and online chat so people could say they meant it without typing the whole thing out. From there it spread into everyday speech, especially among younger speakers, and frfr showed up as the doubled version for extra emphasis.
