What it means
A glow down is the opposite of a glow up, a slide backwards in looks, style or general put-together-ness, the rough patch where someone visibly stops trying. It is said about a phase, not forever.

Where it comes from
Flips glow up, the celebrated transformation for the better, into its downhill twin. If a glow up is levelling up, a glow down is the dip in the other direction.
