What it means
A ball of energy is someone who's absolutely buzzing, bouncing from one thing to the next and never seeming to run out of steam. You'd say it for a hyper kid, an overexcited puppy, or that mate who somehow treats every random Tuesday like it's party o'clock.
Usage examples
"After his nap he is a ball of energy, bouncing off the walls."
"The toddler is a ball of energy from dawn till bedtime, never sitting still."
"The new puppy is a proper ball of energy from dawn to dusk."
"After her nap she woke up a ball of energy and tidied the whole flat."
"Give him one biscuit and he's a total ball of energy for the next two hours."
Where it comes from
Pictures a person as a ball that is all bounce and motion, so full of energy it never sits still. The round, restless image carries over to anyone bursting with go and bobbing about the place.
