What it means
An experienced player who makes a fresh beginner account to stomp on people far below their skill level. Spotting a smurf is realising the new player wiping the floor with everyone is no beginner at all. It is frowned on as cheating the matchmaking for an easy ego boost.

Where it comes from
In online gaming, smurf came from Warcraft II in the 1990s, when top players used the aliases PapaSmurf and Smurfette to hide who they were. The name stuck and spread fast, then widened into the general label for a skilled player on a fresh low-level account.
