What it means
Gaming trash-talk for being hopelessly bad at something, worse than mid, down at the bottom. Your aim is dogwater, that strategy is dogwater. It paints whatever it hits as the lowest, grimmest quality going, the dregs left in the bowl.

Where it comes from
It came out of online gaming and streamer trash talk in the late 2010s, especially in shooter and Twitch-heavy spaces. The image is simple and filthy on purpose: dog water is the grim bowl slop nobody wants. Calling someone or something dogwater tags it as embarrassingly bad, bottom-tier stuff.
